"And those should be fairly easy to get," Dutch muses thoughtfully. "Nothing against the police department because from what I've seen, they do good work but I don't think they're very secure. It's not quite 'leave the door open and unlocked' but it's a little more lax than some departments would be."

Darrow was an enclosed city with not a huge amount of violent crime. It existed and it was enough to warrant a police department but Dutch didn't think there were murders being reported everyday.
